(2) arises from the temporary employment of the money raised by Loan, which of course has not yet been all spent.
(3) arises from the unusual amount requisitioned for last year. They have, accordingly put the Estimate for 1875 at $80,000 although this item will have brought in $100,000 in 1894.
As to (4) we have at present no particulars.
The total Revenue for 1895 is Estimated at $2,079,526 or $70,000 more than original Estimate for 1894, but $180,000 below the actual Revenue of last year;
New Taxation brings in the following increases approximately:
(1) Pawnbrokers' Licenses $24,000
(2) Spirit Licenses $16,000
(3) Stamps $38,000
(4) Portage $8,000
(5) Sheep & Pig Depôts $30,000
$120,000
On the other hand the Opium Farms show a decrease of $45,000.

The Estimates of Expenditure call for no special remark. The few new items (including those referred to in pars. 1 & 10 of despatch) have already been approved.
The total Estimate (excluding Works chargeable to Loan) is $2,076,201 as against $1,999,000 last year's Estimate and $1,920,000, the Actual Expenditure for 1893.
There is decrease of under Debt Charges of $62,000 owing to conversion of the 4th Debentures (First Loan) into 3% Inscribed Stock, but these Charges will go up about $30,000 next year when the Sinking Fund begins, as the debt is spread over the paying off of the balance.
Economy on the whole is shown in Agents ... 3954/94 ... a longer period of gear, there are few other minor savings. On the other hand there are increases, (1) in Sanitary Dept. of $12,000 owing to Extra staff Engaged in consequence of the plague, & to prevent recurrence of such a disaster; (2) in Military Contribution of $60,000 which has caused minor increases under several other Heads.
